Результат не совсем релевантный - алгоритм построения кривоват.
Что мы делаем - берем результаты гугла по запросу, и "понимаем" их. Т.е. мы понимаем результаты понимания гуглом пользователя. Предлагаю убрать лишнее звено - Гугл, и понимать непосредственно пользователя, без посредников.
- Запрашиваем Гугл для пополнения банка информации
- Понимаем запрос - находим кластер с максимальной релевантностью запросу пользователя (а не результатам Гугла)
- Определяем предложение, максимально релевантное кластеру
